News stories of the inauguration of the 45th President of the United States, Donald Trump, included the announcement of the final bill signed by President Obama, namely, The Tested Ability to Leverage Exceptional Talent Act of 2017 or H.R. 39, the TALENT Act of 2017. The bill, sponsored by Republican Kevin McCarthy of California, signs into law the Presidential Innovation Fellows Program (PIF), which was previously established by Executive Order in 2015. The program calls for short-term rotating fellowships of 6 months to 2 years and is designed to encourage tech entrepreneurs and innovators to connect public service with modern technology.
